Compliance Reports

The Safe Drinking Water Act, 2002, gives Environmental Officers from The Ministry of Environment, Conservation and Parks (MECP) the authority to inspect a drinking water system at any time. The inspection confirms compliance with MECP legislation as well as evaluating conformance with ministry drinking water policies and guidelines. Typically, an Environmental Officer visits the drinking water system on an annual basis, and as a result an inspection report is generated. The inspection report outlines non-compliance with regulatory requirements, recommendations and best practice issues. The most recent inspection reports for the drinking water systems that Lakefront Utility Services Inc. operates are posted below.

Annual Report

The annual report is a compilation of information that helps to demonstrate the ongoing provision of safe, consistent supply of high-quality drinking water to customers of Lakefront Utility Services Inc. operated systems.

Lakefront Utility Services Inc. (LUSI) prepares a Summary Report on an annual basis to provide information to system owners, stakeholders and the public to meet the regulatory requirements of the Safe Drinking Water Act. Ontario Regulation 170/03, Section 11 and Section 22 outline the requirements of the reports. Links to the most recent reports prepared by LUSI can be found below. 

QMS Operational Plan

The Safe Drinking Water Act mandates a Quality Management System for a drinking water system. LUSI has established and maintains a Quality Management System (QMS) that meets the standard, Drinking Water Quality Management Standard (DWQMS). The QMS is applied to all levels of the drinking water system, from Council Endorsement to understanding system-level operating challenges and requirements. The DWQMS cycle is based on the Plan, Do, Check, Improve model.  LUSI Plans by establishing processes and programs necessary to provide safe drinking water by implementing objectives and targets. Through the implementation of the processes and programs, LUSI provides safe drinking water (DO). The QMS allows LUSI staff to study the results of the programs and CHECK them against expected results. If the desired plans are achieved, LUSI works towards maintaining that outcome. However, if the processes and programs are ineffective, LUSI develops a plan to IMPROVE.

Water Financial Plan

Ontario Regulation 453/07 under the Safe Drinking Water Act, 2002 requires municipalities to prepare financial plans as a key step in the long-term stability for the municipal drinking water system. The financial plan is used to provide an informed view of operating and capital expenditures needed over time to maintain the integrity and health of the physical infrastructure and to accommodate growth and new environmental standards. Additionally, the financial plan is a component required to obtain a license to operate the water system.

Cobourg Drinking Water System Master Plan

CIMA Canada Inc. (CIMA+) was engaged by Lakefront Utility Services Inc. (LUSI) to prepare a Water Master Plan for the Town of Cobourg’s drinking water system. The purpose of the DWS Master Plan was to present information  to the public and shareholders and provide a consolidated overview of the existing conditions, analysis approach, and recommendations.
